Now the Malappuram ADP issued letter to GP secretaries to sanction Old age Pension only to persons having age of 65, till clarification from Panchayath Director receives.

Strict instruction to DDs to sanction Earned Leave Surrender to Teachers
Malappuram District Collector issued strict instructions to DDE, not to object the leave surrender application of teachers who engaged in Socio Economic Cast Survey during summer vaccation. Though Govt allowed ELS to teachers some, superior officers were making red tapism to the ELS application filed by teachers. The order was a great blessing to the teacher community.

Though Vigilance Case Pending Department Enquiry can be initiated
Govt decided to approve departmental inquiry by head of the department/office concerned ,though there is an inquiry /investigation against a Govt servant is pending.Govt made the amendment to the procedures of Vigilance Dept: as per the recommendations of Public Accounts Committee Report.
Implementing Officer/Working Group Convener/Vetting Oficer-Clarifications issued
LSGD clarified that working group convenor may not be the implementing officer of that sector. Clarification on vetting of projects also issued that the implementing officer have no right to insist to vet his project by the sectoral officer

Govt amended the provisions for setting up Bharat Nirman Rajiv Gandhi Seva Kendras at block level. As per the new decisions Block Panchayaths having offices at Municipalities/Corporations cannot set up Seva Kendras at their office compound. They have to find area for setting up BNRGSK outside the urban area. The Implementing Officer must be the concerned Gramapanchayath Secretary.

RBI Clarifys again NREGS Job card as valid proof
Reserve Bank Of India declared NREGS Job card issued by Gramapanchayath Secretary as a valid proof for opening Bank Accounts. But most of the Bank Managers were not obeying the RBIs rule. Now RBI clarified again that NREGA job card as a valid document not only for small accounts but for all accounts also. The system of introduction by an existing customer of bank was also amended by RBI. RBI clarified that ID proof is enough to start accounts and introduction by an existing customer not mandatory for opening accounts

IAY Housing-No need for Document Registration
Decentralization Co Ordination Committee decided to amend the provision of registering documents of IAY housing beneficiaries for 12 years.As per decision no 3.13 of the committee meeting held on 15/11/2012 decided that as in the previous years, the agreement with BDO and beneficiary is sufficient.
Right to Service- Agriculture Dept notified Services,Time duration & Appellate authorities
Agriculture Department published the Services to public from the department and the time duration for satisfying them. The appellate authorities were also decided in connection with RTS Act 2012 .

Pipe Compost can be implemented through Kudumbashree
LSGD allowed to implement Pipe Compost Units through Kudumbashree folder, Residential Assosciations,service organizations etc. The sanction was given considering the request of Executive Director, Sanitation Mission for implementig pipe composting units under the supervision of health department officers

തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളുടെ 2012-13 വര്‍ഷത്തെ വാര്‍ഷിക പദ്ധതിയുടെ പദ്ധതി രൂപീകരണവുമായി ബന്ധപ്പെട്ട് ഇനിപ്പറയുന്ന തീയതികള്‍ പുതുക്കി നിശ്ചയിച്ചു. തദ്ദേശസ്വയംഭരണ വകുപ്പ് സെക്രട്ടറി അറിയിച്ചു. നിര്‍വ്വഹണ ഉദ്യോഗസ്ഥര്‍ ഡിസംബര്‍ 10 നകം പ്രോജക്ടുകളുടെ ഡാറ്റാ എന്‍ട്രി പൂര്‍ത്തീകരിക്കണം. തദ്ദേശഭരണ സ്ഥാപനങ്ങളുടെ ഭരണ സമിതികള്‍ ഡിസംബര്‍ 11-നകം പ്രോജക്ടുകള്‍ക്കും പദ്ധതിക്കും അംഗീകാരം നല്‍കി തീരുമാനമെടുക്കണം. വെറ്റിംഗ് ചുമതലയുള്ള മേലുദ്യോഗസ്ഥര്‍ ഡിസംബര്‍ 17-നകം പ്രോജക്ട് പരിശോധന പൂര്‍ത്തീകരിക്കണം. ഡിസംബര്‍ 10-നു ശേഷം ഡാറ്റാ എന്‍ട്രി നടത്താനോ 17-നുശേഷം വെറ്റിംഗ് നടത്താനോ ഉള്ള ഓണ്‍ലൈന്‍ സൌകര്യങ്ങള്‍ ഉണ്ടായിരിക്കില്ല. ഡിസംബര്‍ 18-ന് ചേരുന്ന കോ-ഓര്‍ഡിനേഷന്‍ കമ്മിറ്റി യോഗത്തില്‍ പുരോഗതി അവലോകനം ചെയ്യും. ഡാറ്റാ എന്‍ട്രിയിലും വെറ്റിംഗിലും വീഴ്ച വരുത്തുന്ന ഉദ്യോഗസ്ഥര്‍ക്കെതിരെ നടപടി സ്വീകരിക്കുകയും പദ്ധതി അംഗീകരിക്കുന്നതില്‍ വീഴ്ച വരുത്തുന്ന തദ്ദേശഭരണ സ്ഥാപനങ്ങളുടെ പദ്ധതി വിഹിതത്തില്‍ കുറവു വരുത്തുകയും ചെയ്യും.
