Jawharlal Nehru Jayanthi Housing Scheme made mandatory in 2015-16

 Considering the 125th birth anniversary of India's 1st Prime Minister Sri Jawharlal Nehru, LSGD instructed all Gramapanchayaths to implement Jawharlal Nehru Jayanthi Housing Scheme. 1 family from each ward should be identified from each ward and they will be eligible for assistance of Rs 2 Lakh. The scheme made  mandatory during 2015-16 annual plan.

    ഡി.ആര്.ഐ. വായ്പകള് അനുവദിക്കുന്ന കാര്യത്തില് ബാങ്കുകള് കൂടുതല് ശ്രദ്ധിക്കണമെന്ന് മലപ്പുറം ജില്ലാതല ബാങ്കിങ് അവലോകന സമിതി തീരുമാനിച്ചു.ആനുകൂല്യങ്ങള് നേരിട്ട് വിതരണം ചെയ്യുന്ന പദ്ധതിയുടെ ഭാഗമായി എല്ലാവര്ക്കും അക്കൗണ്ടുകള് തുടങ്ങുന്നതിന് ബാങ്കുകളുടെ സഹകരണം ഉറപ്പാക്കും.ജില്ലയില് പെരുമ്പടപ്പ്, മങ്കട ബ്ലോക്കുകളില് മാത്രമാണ് ഇന്ദിര ആവാസ് യോജന (ഐ.എ.വൈ) ഗുണഭോക്താക്കള്‍ക്ക്  ഡി.ആര്‍.ഐ. വായ്പ അനുവദിച്ചിട്ടുള്ളതെന്ന് എ.ഡി.എം ചൂണ്ടിക്കാട്ടി.

City rate HRA admissible to Village Extension Officers

CRD issued directions to sanction House Rent Allowance to Village Extension Officers who were attached to Block Development Offices at Municipal area. As per the clarification, though VEOs are working at rural areas, if their Block Offices are at Municipal area they are eligible for Municipal HRA.

Income Tax Deduction from salaries 2014-15 Directions Issued

Ministry of finance issued detailed guidelines for income tax deduction from salaries during the financial year 2014-15. Employees drawing salaries up to 2.5 lakhs per year were exempted from tax deduction. Deductions under Section 80C was enhanced to 1.5 lakhs.

BP Secretary/BDO Graduation Compulsary- Complaints Finalised

 The complaints raised by Joint Block Development Officers against the special rule section making graduation as qualification for promotion was rejected. Only Joint BDOs having Graduation can only be promoted to the cadre of Block Panchayath Secretary/Block Development Officer. LSGD issued orders clarifying the matter.

ആസൂത്രണ കമ്മിഷന് പകരം സംവിധാനത്തിൽ സംസ്ഥാനങ്ങൾക്ക് കൂടുതൽ പങ്ക് വഹിക്കാനാവും: പ്രധാനമന്ത്രി

    ആസൂത്രണ കമ്മിഷന് പകരമായി കൊണ്ടുവരുന്ന പുതിയ സംവിധാനത്തിൽ  സംസ്ഥാനങ്ങൾക്ക് കൂടുതൽ പങ്ക് വഹിക്കാനാവുമെന്ന് പ്രധാനമന്ത്രി ശ്രീ നരേന്ദ്ര മോദി പറഞ്ഞു. ആസൂത്രണ കമ്മിഷനെ അടിമുടി അഴിച്ചു പണിയേണ്ടത് അനിവാര്യമാണ്. സംസ്ഥാനങ്ങളുടെ കൂടി സമഗ്ര വികസനം  ലക്ഷ്യമിട്ടാണ് ബദൽ സംവിധാനം കൊണ്ടുവരുന്നത്.  സംസ്ഥാനങ്ങൾ വികസിക്കാതെ രാജ്യം വികസിക്കില്ലെന്നും ശ്രീ മോദി തന്റെ പ്രസംഗത്തിൽ ചൂണ്ടിക്കാട്ടി. പ്രധാനമന്ത്രി, മുഖ്യമന്ത്രിമാർ, കേന്ദ്രമന്ത്രിമാർ, കേന്ദ്ര-സംസ്ഥാന ഉദ്യോഗസ്ഥർ എന്നിവരടങ്ങിയ ടീം ഇന്ത്യ എന്ന ആശയവുമായി എല്ലാവരും സഹകരിക്കണം.  സംസ്ഥാനങ്ങൾക്ക് ഈ പുതിയ സംവിധാനത്തിൽ സുപ്രധാന പങ്ക് വഹിക്കാനാവും. പലപ്പോഴും സംസ്ഥാനങ്ങൾക്ക് തങ്ങളുടെ ആവശ്യങ്ങളും മറ്റും അവതരിപ്പിക്കാൻ പ്ളാറ്റ്ഫോം ലഭിക്കാതെ പോകുന്നുണ്ട്. അത് മാറണം. മാത്രമല്ല സംസ്ഥാനങ്ങൾ തമ്മിലുള്ള തർക്കങ്ങൾ പരിഹരിക്കാനും സംവിധാനങ്ങളുണ്ടാവണം- ശ്രീ മോദി ചൂണ്ടിക്കാട്ടി.  

        ആസൂത്രണ കമ്മിഷന് ബദൽ സംവിധാനം കൊണ്ടുവരുന്നതിനെ മുഖ്യമന്ത്രി ശ്രീ  ഉമ്മൻചാണ്ടി എതിർത്തു. നിലവിലുള്ള സംവിധാനങ്ങളെ ശക്തിപ്പെടുത്തുകയാണ് വേണ്ടത്. അതിനായി സംസ്ഥാനങ്ങളുടെ കൂടുതൽ പങ്കാളിത്തം ഉറപ്പു വരുത്തുകയുമാണ് വേണ്ടതെന്നും ശ്രീ ഉമ്മൻചാണ്ടി ചൂണ്ടിക്കാട്ടി. 

IHHL Projects can be revised with Rs 12000 Central share

                                                                       

Decentralisation Co Ordination committee permitted LSGIs to revise their House Hold Latrine projects in the light of enhancement of Central share. As earlier Central share was Rs 4600 per latrine. Restructuring Nirmal Bharath Abhiyan to Swach Bharath Mission (Grameen) Union Govt increased the rate to Rs 12000 per Latrine. Panchayths Municipalities and Corporations can revise their projects allocating plan share @ Rs 3400 and Central share @ Rs12000 per latrine. The new unit cost will be Rs 15400 per latrine.

 MORD amended the IAY guidelines fixing the stages for assistance for IAY housing . As per the new direction different stages can be decided by concerned state Govts, provided that it cannot be above 4. New amendment will come effect from 2015-16 only.

 Ministry Of Rural Development Clarified that while converging MahathmaGandhi NREGS with Housing Schemes, in addition to the members of the benificiery household, other job card holders can also be engaged. MORD also clarified that if the IAY benificiery already availed the 100 days job limit, his house work can be completed by engaging other job card holders.

Swachh Bharath Mission-IHHL Subsidy Enhanced

 Nirmal Bharath Abhiyan programme was restructured as Swachh Bharath Mission (Gramin) from October 2nd 2014 onwards. Central share for the component, Individual House Hold Latrine was enhanced to 12000 from the existing 4600. Provison for MGNREGS convergence discontinued. School Toilet construction and Anganwadi Toilet construction separated and distributed to Education Department and Ministry of Women and Child Development respectively. Community contribution insisted for the construction of Community Sanitary Complexes.

Mahathma Gandhi NREGS Special Campaign For Vulnerable Groups

State Govt issued Guidelines to conduct special campaign named "SRADHA" to spread the awareness about Mahathmagandhi National Rural Employment Guarantee Scheme, among vulnerable groups like SC/ST and fishermen families. Village Extension Officers will be the Coordinators of the Campaign. A special honorarium of Rs 100 per day were allowed to the campaigners during the visit.

പത്താം ശമ്പള പരിഷ്‌ക്കരണ കമ്മീഷന്‍റെ  പരിഗണനാ വിഷയങ്ങള്‍ പ്രഖ്യാപിച്ചു. സര്‍ക്കാര്‍ സര്‍വ്വീസിലെ പാര്‍ട്ട് ടൈം കണ്ടിജന്റ്, കാഷ്വല്‍ സ്വീപ്പര്‍ ഉള്‍പ്പെടെയുള്ള തസ്തികകളിലെയും കേന്ദ്ര ശമ്പള സ്‌കെയില്‍ അനുവദിച്ചിട്ടുള്ള മെഡിക്കല്‍ കോളേജുകളിലെ അദ്ധ്യാപകര്‍, ജുഡീഷ്യല്‍ ഓഫീസര്‍മാര്‍ യു.ജി.സി./എ.ഐ.സി.റ്റി.ഇ ശമ്പള സ്‌കെയിലിലുള്ള തസ്തികകള്‍ എന്നിവ ഒഴികെ ഗവണ്‍മെന്റ് എയ്ഡഡ് മേഖലകളിലെ സ്‌കൂളുകള്‍, കോളേജുകള്‍, ഡയറക്റ്റ് പേയ്‌മെന്റ് സ്‌കീം നടപ്പിലാക്കിയിട്ടുള്ള സ്ഥാപനങ്ങള്‍ എന്നിവിടങ്ങളിലെ പാര്‍ട്ട് ടൈം കാഷ്വല്‍ സ്വീപ്പേഴ്‌സ് ഉള്‍പ്പെടെയുള്ള തസ്തികകളിലെയും എ.ഐ.സി.റ്റി.ഇ/യു.ജി.സി./കേന്ദ്ര സ്‌കീമിന്റെ പരിധിയില്‍ വരാത്ത യൂണിവേഴ്‌സിറ്റികളിലെയും സ്ഥാപനങ്ങളിലെയും തസ്തികകളിലെയും ശമ്പളത്തിലും അലവന്‍സിലും പരിഷ്‌ക്കരണം നിര്‍ദ്ദേശിക്കുക. ഈ വിഭാഗം ജീവനക്കാര്‍ക്ക് നിലവില്‍ അനുവദിച്ചിട്ടുള്ള ശമ്പളം അലവന്‍സുകള്‍, മറ്റ് നിയത പ്രതിഫലം എന്നിവയുടെ ഘടന, പ്രൊമോഷന്‍ സാധ്യതകള്‍, സേവന വ്യവസ്ഥകള്‍ എന്നിവ പരിശോധിച്ച് പരിഷ്‌കരണം ആവശ്യമുണ്ടെങ്കില്‍ നിര്‍ദ്ദേശം നല്‍കുക. ദീര്‍ഘകാലം പ്രവേശന തസ്തികകയില്‍ തന്നെ തുടരുന്ന ഗസറ്റഡ്/നോണ്‍ ഗസറ്റഡ് വിഭാഗം ജീവനക്കാര്‍ക്ക് പ്രൊഫഷണല്‍ വിഭാഗത്തില്‍ തുടങ്ങിവച്ച കരിയര്‍ അഡ്വാന്‍സ് സ്‌കീമിന്റെ തുടര്‍ച്ചയായി നോണ്‍ കേഡര്‍ പ്രൊമോഷന്‍ നല്‍കുന്നതിന്റെ സാധ്യതകള്‍ പരിശോധിക്കുക, സര്‍വ്വീസ് പെന്‍ഷന്‍കാര്‍ക്ക് അനുവദിച്ചിട്ടുള്ള ആനുകൂല്യങ്ങള്‍ പരിശോധിച്ച് മാറ്റംവരുത്തേണ്ടതുണ്ടെങ്കില്‍ നിര്‍ദ്ദേശം നല്‍കുക. കേന്ദ്ര സര്‍ക്കാര്‍ ജീവനക്കാര്‍ക്ക് അനുവദിച്ചിട്ടുള്ളതും എന്നാല്‍ സംസ്ഥാന സര്‍ക്കാര്‍ ജീവനക്കാര്‍ക്ക് ലഭ്യമായിട്ടില്ലാത്തതതുമായ ആനുകൂല്യങ്ങള്‍ നടപ്പിലാക്കുന്നതിന്റെ സാധ്യതകള്‍ പരിശോധിക്കുക, കഴിഞ്ഞ ശമ്പള പരിഷ്‌കരണത്തില്‍ ചില പ്രത്യേക വിഭാഗം ജീവനക്കാര്‍ക്ക് അനര്‍ഹവും ന്യായീകരണമില്ലാത്തതുമായ തരത്തില്‍ ശമ്പള സ്‌കെയില്‍ ഉയര്‍ത്തി നല്‍കിയതുമൂലം ഉണ്ടായ അപാകതകള്‍ പരിശോധിച്ച് അവ പരിഹരിക്കുന്നതിനുള്ള നിര്‍ദ്ദേശം നല്‍കുക. സര്‍ക്കാര്‍ കമ്മീഷന്റെ ശ്രദ്ധയില്‍പ്പെടുത്തിയിട്ടുള്ള കഴിഞ്ഞ ശമ്പള പരിഷ്‌കരണ ഉത്തരവിലെ അപാകതകള്‍ പരിശോധിച്ച് അവ പരിഹരിക്കുന്നതിനുള്ള നിര്‍ദ്ദേശം നല്‍കുക. കേന്ദ്രസര്‍ക്കാരിലും മറ്റു സംസ്ഥാന സര്‍ക്കാരുകളിലും ജീവനക്കാര്‍ക്കും പെന്‍ഷന്‍കാര്‍ക്കും നടപ്പിലാക്കിയിട്ടുള്ള തരത്തില്‍ ഒരു പുതിയ ആരോഗ്യ പദ്ധതി നടപ്പിലാക്കുന്നതിനുള്ള സാധ്യതകള്‍ പരിശോധിച്ച് ശുപാര്‍ശ നല്‍കുക. ജീവനക്കാരില്‍ നിന്നും പെന്‍ഷന്‍കാരില്‍ നിന്നും ഒരു ചെറിയ തുക പ്രീമിയമായി സ്വീകരിച്ച് അവര്‍ക്ക് ഒരു ആരോഗ്യ ഇന്‍ഷ്വറന്‍സ് പദ്ധതി നടപ്പിലാക്കുന്നതിലെ പ്രായോഗികത സംബന്ധിച്ച് നിര്‍ദ്ദേശം നല്‍കുക. 2012 ലെ സേവനാവകാശ നിയമത്തിന്റെ പശ്ചാത്തലത്തില്‍ നിലവിലെ സിവില്‍ സര്‍വ്വീസ് ഘടന ആകമാനം പരിശോധിച്ച് സിവില്‍ സര്‍വ്വീസിന്റെ കാര്യക്ഷമത, സാമൂഹിക ഉത്തരവാദിത്വം എന്നിവ വര്‍ദ്ധിപ്പിച്ച് അതിനെ കൂടുതല്‍ ജനസൗഹൃദപരമാക്കുന്നതിന്റെ നിര്‍ദ്ദേശങ്ങള്‍ നല്‍കുക. സര്‍ക്കാര്‍ സര്‍വ്വീസിലെ വ്യത്യസ്ഥ വിഭാഗങ്ങളില്‍ നിലനില്‍ക്കുന്ന പാര്‍ശ്വസ്ഥ പ്രവേശന വ്യവസ്ഥ (Lateral Entry System) പരിശോധിച്ച് തെരഞ്ഞെടുപ്പ് പ്രക്രിയ മികവുറ്റതാക്കുന്നതിനുള്ള ശുപാര്‍ശകള്‍ നല്‍കുക. വിവരസാങ്കേതിക വിദ്യയുടെ സഹായത്തോടുകൂടി സേവനങ്ങള്‍ ലഭ്യമാക്കുന്നതിലൂടെ പൊതുസേവന വ്യയം കുറയ്ക്കുന്നതിന് അനുയോജ്യമായ ശുപാര്‍ശകള്‍ നല്‍കുക. ശമ്പള നിര്‍ണയത്തിനായുള്ള ചട്ടങ്ങളും നടപടികളും പരിശോധിച്ച് അത് ലഘൂകരിക്കുന്നതിനുള്ള നിര്‍ദ്ദേശങ്ങള്‍ നല്‍കുക, കമ്മീഷന്റെ ശുപാര്‍ശകള്‍ നടപ്പിലാക്കുമ്പോഴുണ്ടാകുന്ന അധിക സാമ്പത്തിക ബാദ്ധ്യത, അത് നിര്‍ണയിക്കുന്നതിനായി കൈക്കൊണ്ട മാര്‍ഗ്ഗങ്ങള്‍ സഹിതം വ്യക്തമാക്കുക.

Poverty Alleviation Unit Malappuram issued orders sanctioning monitoring charges to Village Extension Officers for IAY Houses from Administrative Cost. Charges was fixes as Rs 100 for completing 1 house Monthly sealing was also  fixed @ 8% or 5 nos whichever is less.

കേരളോത്സവം 2014

കേരള സംസ്ഥാന യുവജനക്ഷേമ ബോര്‍ഡ്‌ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളുടെ സഹകരണത്തോടെ സംഘടിപ്പിക്കുന്ന കേരളോത്സവത്തിന്‌തുടക്കമായി. ഈ വര്‍ഷം മുതല്‍ കേരളോത്സവത്തിന്റെ പ്രാഥമികതല മത്സരങ്ങള്‍ കേരളത്തിലെ 978 ഗ്രാമ പഞ്ചായത്തുകളില്‍ ഓണാഘോഷങ്ങളുടെ ഭാഗമായാണ്‌സംഘടിപ്പിക്കുന്നത്‌. 27-ാം വര്‍ഷത്തില്‍ എത്തിനില്‍ക്കുന്ന കേരളോത്സവത്തിന്റെ പ്രാഥമികതല മത്സരങ്ങള്‍ 978 ഗ്രാമ പഞ്ചായത്തുകളിലും, 60 നഗരസഭകളിലും, 5 കോര്‍പ്പറേഷനുകളിലുമായി സെപ്‌റ്റംബര്‍ ആദ്യവാരം സംഘടിപ്പിക്കും. തുടര്‍ന്ന്‌ ബ്ലോക്കുതല കലോത്സവങ്ങള്‍ 152 ബ്ലോക്ക്‌ പഞ്ചായത്തുകളില്‍ ഒക്‌ടോബര്‍ ആദ്യവാരവും ജില്ലാ കലോത്സവങ്ങള്‍ 14 ജില്ലാ പഞ്ചായത്തുകളിലായി നവംബര്‍ ആദ്യവാരവും സംഘടിപ്പിക്കും. ഈ വര്‍ഷത്തെ സംസ്ഥാന കേരളോത്സവം ഡിസംബര്‍ അവസാന വാരം തിരുവനന്തപുരം ജില്ലയില്‍ വച്ച്‌ സംഘടിപ്പിക്കും.

  സര്‍ക്കാര്‍ ജീവനക്കാരുടെ വരുമാന സ്രോതസ്സില്‍ നിന്നും ആദായ നികുതി ഈടാക്കുന്നതിനായി 8+4 ഇ.എം.ഐ. മാതൃക നടപ്പിലാക്കുന്നതിന് നിര്‍ദേശിച്ച് ധനവകുപ്പ് സര്‍ക്കുലര്‍ പുറപ്പെടുവിച്ചു. ഇതനുസരിച്ച് വര്‍ഷത്തിലെ മാര്‍ച്ച് മാസത്തെ ശമ്പള ബില്ലിനോടൊപ്പം പ്രതീക്ഷിത വരുമാനത്തിന്റെ സ്റ്റേറ്റ്‌മെന്റ് എല്ലാ എസ്.ഡി.ഓ.മാരും അവര്‍ ശമ്പളം മാറുന്ന ട്രഷറിയില്‍ ഏല്‍പ്പിക്കണം. ഗസറ്റഡ് ഓഫീസര്‍മാരല്ലാത്ത ജീവനക്കാര്‍ അതത് ഓഫീസിലെ ഡി.ഡി.ഒ. മാരുടെ പക്കല്‍ മേല്‍പ്പറഞ്ഞ സ്റ്റേറ്റ്‌മെന്റ് നല്‍കണം. ഒരു സാമ്പത്തിക വര്‍ഷം ലഭ്യമാകുന്ന അടിസ്ഥാന ശമ്പളം, അലവന്‍സ്, പെര്‍ക്വസൈറ്റ്‌സ് ഉള്‍പ്പെടെയുള്ള മൊത്ത ശമ്പളം കണക്കാക്കുകയും, അതില്‍ നിന്നും സെക്ഷന്‍ 80 സി മുതല്‍ യു വരെയുള്ള കിഴിവുകള്‍, ഭവന വായ്പയുടെ പലിശ എന്നിവ കുറച്ചതില്‍ നിന്നും തൊഴില്‍ നികുതിയും കുറച്ചുള്ള വരുമാനത്തിനാണ് നികുതി കണക്കാക്കേണ്ടത്.

പട്ടികജാതിക്കാര്‍ക്കുള്ള ഭവന നിര്‍മാണ ധനസഹായം മൂന്നുലക്ഷമാക്കി ഉയര്‍ത്തി

 സംസ്ഥാനത്തെ നിര്‍ദ്ധനരായ പട്ടികജാതി സമുദായ കുടുംബങ്ങള്‍ക്ക് നല്കിവരുന്ന ഭവന നിര്‍മാണ ധനസഹായം മൂന്ന് ലക്ഷമാക്കിഉയര്‍ത്തിയതായി  പട്ടികജാതി പിന്നോക്ക ക്ഷേമ മന്ത്രി എ.പി.അനില്‍കുമാര്‍ അറിയിച്ചു.  ഈ സര്‍ക്കാര്‍ അധികാരത്തില്‍ വരുമ്പോള്‍, ഒരു ലക്ഷം രൂപയായിരുന്നു ഭവന നിര്‍മാണത്തിന് നല്കിവന്നിരുന്ന ധനസഹായം 2011 സെപ്തംബര്‍ 15 മുതല്‍ രണ്ടു ലക്ഷമാക്കി ഉയര്‍ത്തിയിരുന്നു. സ്വന്തം നിലയില്‍ ഫണ്ടു കണ്ടെത്താന്‍ കഴിയാത്തവിധം നിര്‍ദ്ധനരായ കുടുംബങ്ങള്‍ക്കാണ് ഈ ധനസഹായം നല്കുന്നത്. നിലവില്‍ നല്കിവരുന്ന രണ്ടുലക്ഷം രൂപ വിനിയോഗിച്ചും ഇന്നത്തെ സാഹചര്യത്തില്‍ പാര്‍പ്പിട യോഗ്യമായ വീട് പൂര്‍ത്തിയാക്കാനാകാതെ, ചെലവാക്കുന്ന തുക പോലും പാഴാകുന്ന അവസ്ഥ നിലനില്ക്കുന്നതായി ബോധ്യപ്പെട്ടതിനെത്തുടര്‍ന്നാണ് വീണ്ടും വര്‍ദ്ധന വരുത്തിയതെന്ന് മന്ത്രി പറഞ്ഞു. ഫലപ്രാപ്തി പരിഗണിക്കാതെ കൂടുതല്‍ ഗുണഭോക്താക്കള്‍ക്ക് കുറഞ്ഞ നിരക്കില്‍ സാമ്പത്തിക സഹായം നല്കുക എന്നതല്ല; ഗുണഭോക്താക്കളുടെ എണ്ണം കുറഞ്ഞാലും ഫലപ്രാപ്തിയിലെത്തുന്ന നിലയില്‍ പദ്ധതിയില്‍ നടപ്പാക്കുകയാണ് സര്‍ക്കാരിന്റെ നയമെന്നും മന്ത്രി കൂട്ടിച്ചേര്‍ത്തു. 2007-08 മുതല്‍ ഭവന നിര്‍മാണ ധനസഹായം അനുവദിച്ച ഗുണഭോക്താക്കളില്‍ എല്ലാ ഗഡുക്കളും കൈപ്പറ്റാത്തവര്‍ക്ക് ശേഷിച്ച ഗഡുക്കള്‍ ഇപ്പോള്‍ വര്‍ദ്ധിപ്പിച്ച നിരക്കില്‍ ലഭ്യമാക്കുമെന്നും മന്ത്രി എ.പി.അനില്‍കുമാര്‍ അറിയിച്ചു

Subsidy Only through Banks, Strict Instructions Issued

 The Subsidy guidelines issued for XIIth plan clearly states that all implementing officers should credit the subsidy amount to beneficiary's bank account. But so many implementing officers are dealing with individual DDs and crossed cheques still now. Govt seriously viewed the matter and issued circular to implementing officers especially Village Extension officers to credit the subsidy amount to beneficiary's bank account.

Ministry Of Rural Development issued detailed guidelines for construction of Houses for poor in Mahathma Gandhi National Rural Employment Guarantee Program me.The beneficiary should have a valid job card and he/she should be from the categories specified in the para 5 of Schedule I of the Act.

വാര്‍ദ്ധക്യകാല പെന്‍ഷന്‍- വരുമാന പരിധി കുറച്ച് ഉത്തരവായി

തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങള്‍ വഴി അനുവദിച്ചിരുന്ന ക്ഷേമ പെന്‍ഷനുകളുടെ വരുമാന പരിധി മൂന്നു ലക്ഷം രൂപയില്‍ നിന്നും ഒരു ലക്ഷം രൂപയായി കുറച്ച് ഉത്തരവായി.2014 ഏപ്രില്‍ 1 മുതല്‍ ഉത്തരവിന് മുന്‍കാല പ്രാബല്യമുണ്ട്. മറ്റു തരത്തിലുള്ള പെന്‍ഷന്‍ ലഭിക്കുന്നവര്‍ക്കും പെന്ഷന് അര്‍ഹത ഉണ്ടായിരിക്കും എന്ന സ്പഷ്ടീകരണവും ഉത്തരവില്‍ ഉള്‍പ്പെടുത്തിയിട്ടുണ്ട്.

സാമൂഹിക-സാമ്പത്തിക ജാതി സെന്‍സസിന്റെ അടിസ്ഥാനത്തില്‍ പ്രസിദ്ധീകരിക്കുന്ന അന്തിമലിസ്റ്റ് കുറ്റമറ്റതാക്കുന്നതിന്, ലിസ്റ്റിന്മേല്‍ ആക്ഷേപങ്ങള്‍ സ്വീകരിക്കാനുള്ള അവസാന തീയതി ആഗസ്റ്റ് 30 വരെ നീട്ടിയതായി ഗ്രാമവികസന മന്ത്രി കെ.സി.ജോസഫ് നിയമസഭയില്‍ പറഞ്ഞു. കെ.കുഞ്ഞമ്മദ് മാസ്റ്റര്‍ എം.എല്‍.എ.യുടെ സബ്മിഷനു മറുപടിയായിട്ടാണ് സഭയില്‍ മന്ത്രി ഇക്കാര്യം പറഞ്ഞത്. മുമ്പ് രണ്ടു തവണ തീയതി നീട്ടിയിരുന്നു. കുറ്റമറ്റരിതിയില്‍ ലിസ്റ്റ് തയ്യാറാക്കുന്നതിനുള്ള തടസങ്ങള്‍ എന്തെല്ലാമെന്ന് പരിശോധിക്കാന്‍ ഗ്രാമപഞ്ചായത്ത് അസോസിയേഷന്‍ പ്രതിനിധികളുടേയും ജില്ലയിലെ ചുമതലക്കാരായ ദാരിദ്ര്യലഘൂകരണ വിഭാഗം പ്രോജക്ട് ഡയറക്ടര്‍മാരുടേയും യോഗം വിളിച്ച് അന്തിമ ലിസ്റ്റ് പ്രസിദ്ധീകരിക്കാനുള്ള ശിപാര്‍ശകള്‍ സമര്‍പ്പിക്കാന്‍ തദ്ദേശ സ്വയംഭരണ സെക്രട്ടറി ഡോ.രാജന്‍ ഖൊബ്രഗഡെയെ ചുമതലപ്പെടുത്തിയതായും മന്ത്രി പറഞ്ഞു. മെയ് 19ന് പ്രസിദ്ധീകരിച്ച കരട് ലിസ്റ്റില്‍ മതം, ജാതി, സംബന്ധിച്ച വിവരങ്ങള്‍ ഒഴിച്ചുള്ള വിവരങ്ങള്‍ ലഭ്യമാണ്. ഇതിന്റെ അടിസ്ഥാനത്തില്‍ ആക്ഷേപങ്ങള്‍ സമര്‍പ്പിക്കാനുള്ള നിശ്ചിത ഫോറം സൗജന്യമായി ലഭിക്കും. അപേക്ഷകള്‍ ഗ്രാമപഞ്ചായത്ത്, ബ്ലോക്ക്, മുനിസിപ്പല്‍, കോര്‍പ്പറേഷന്‍ എന്നിവിടങ്ങളിലെ വാര്‍ഡുതല ഉദ്യോഗസ്ഥനുനല്‍കി രശീത് വാങ്ങേണ്ടതാണ്. ഒരു കുടുംബത്തെ സംബന്ധിച്ച പരാതി ആ കുടുംബത്തിലെ വ്യക്തിതന്നെ നല്‍കണം. സമൂഹത്തില്‍ പാര്‍ശ്വവല്‍ക്കരിക്കപ്പെട്ട നിര്‍ദ്ധന കുടുംബങ്ങളില്‍ നിന്നും പരാതികള്‍ യഥാസമയം ലഭിക്കാന്‍ സാധ്യതയില്ലാത്തതിനാല്‍ ലിസ്റ്റില്‍ വേണ്ട ക്രമീകരണങ്ങള്‍ വരുത്തുവാന്‍ ഗ്രാമപഞ്ചായത്തു മെമ്പറുടെ നേതൃത്വത്തില്‍ വെറ്റിംഗ് കമ്മിറ്റികള്‍ രൂപീകരിച്ച് പ്രവര്‍ത്തനം ആരംഭിക്കാനും നിര്‍ദ്ദേശം നല്‍കിയിട്ടുണ്ട്. വരുമാനം സംബന്ധിച്ച വിവരം ഹിയറിംഗ് നടത്തുന്ന ഉദ്യോഗസ്ഥനെ ബോധ്യപ്പെടുത്തി കുടുംബനാഥന്റെ സത്യപ്രസ്താവനയുടെ അടിസ്ഥാനത്തില്‍ വേണ്ടുന്ന തിരുത്തല്‍ നടത്താന്‍ നിര്‍ദ്ദേശം നല്‍കിയിട്ടുള്ളതായും മന്ത്രി നിയമസഭയില്‍ പറഞ്ഞു.

സെന്‍സസ് കരട് പട്ടികയിന്‍മേല്‍ ആക്ഷേപങ്ങളും പരാതികളും ജൂണ്‍ 30 വരെ സ്വീകരിക്കാന്‍ നിര്‍ദ്ദേശം നല്‍കിയതായി ഗ്രാമവികസന മന്ത്രി കെ.സി.ജോസഫ് അറിയിച്ചു. ആഗസ്റ്റ് 13 ന് ഗ്രാമപഞ്ചായത്തിലും മുനിസിപ്പാലിറ്റിയിലും കോര്‍പ്പറേഷനിലും പ്രസിദ്ധീകരിക്കുന്ന അന്തിമ പട്ടികയുടെ അടിസ്ഥാനത്തിലാണ് സംസ്ഥാനത്തെ ദാരിദ്ര്യരേഖാ ലിസ്റ്റ് പ്രസിദ്ധീകരിക്കുക. കേന്ദ്ര സംസ്ഥാന സര്‍ക്കാരുകള്‍ ദുര്‍ബല വിഭാഗങ്ങള്‍ക്ക് നല്‍കുന്ന എല്ലാ ആനുകൂല്യങ്ങളും ഈ ലിസ്റ്റിന്റെ അടിസ്ഥാനത്തില്‍ ആയിരിക്കും. സെന്‍സസ് സമയത്ത് വിവരങ്ങള്‍ നല്‍കാന്‍ കഴിയാത്തവര്‍ക്ക് പുതുതായി അപേക്ഷിക്കാനും തെറ്റായ വിവരങ്ങള്‍ നല്‍യിവര്‍ക്ക് തിരുത്താനുമുള്ള അവസരം കൂടിയാണിത്. ഇത് പ്രയോജനപ്പെടുത്താന്‍ എല്ലാവരോടും മന്ത്രി അഭ്യര്‍ത്ഥിച്ചു. 

VEO Training-Stipend Increased

 LSGD increased the Stipend given to Village Extension Officers during the Pre Service Training Period to Rs 1080. The decision was taken because of the migration of Pay Scale.

വേനല്‍ മഴക്കെടുതിമൂലമുള്ള പ്രതിസന്ധി തരണം ചെയ്യുന്നതിനും നാശനഷ്ടങ്ങള്‍ പരമാവധി കുറയ്ക്കുന്നതിനും ഗ്രാമപഞ്ചായത്തുകള്‍ അടിയന്തിരമായി ദുരിതാശ്വാസ പ്രവര്‍ത്തനങ്ങള്‍ ഏകോപിപ്പിക്കുന്നതിനും തദ്ദേശസ്വയംഭരണ വകുപ്പ് മാര്‍ഗനിര്‍ദ്ദേശങ്ങള്‍ പുറപ്പെടുവിച്ചു. ഇതനുസരിച്ച് സെക്രട്ടറി പ്രസിഡന്റുമായി കൂടിയാലോചിച്ച് ഗ്രാമപഞ്ചായത്ത് പ്രസിഡന്റ് അധ്യക്ഷനായും സെക്രട്ടറി കണ്‍വീനറായും ദുരിതാശ്വാസ സമിതി രൂപീകരിക്കണം. ഈ സമിതിയില്‍ വില്ലേജ് എക്സ്റ്റന്‍ഷന്‍ ഓഫീസര്‍, അസിസ്റ്റന്റ് എഞ്ചിനീയര്‍, കൃഷി ഓഫീസര്‍ തുടങ്ങിയ എല്ലാ നിര്‍വ്വഹണ ഉദ്യോഗസ്ഥരും പഞ്ചായത്ത് അംഗങ്ങളും ഗ്രാമപഞ്ചായത്ത് ജൂനിയര്‍ സൂപ്രണ്ട്/ അസിസ്റ്റന്റ് സെക്രട്ടറി/ ഹെഡ് ക്ലാര്‍ക്ക് എന്നിവരെയും ഉള്‍പ്പെടുത്താം. കൂടാതെ വില്ലേജ് ഓഫീസറെയും കെ.എസ്.ഇ.ബി. അസിസ്റ്റന്റ് എഞ്ചിനീയറെയും സ്ഥാലത്തെ പോലീസ് അധികാരികളെയും പ്രത്യേക ക്ഷണിതാക്കളായി പങ്കെടുപ്പിക്കണം. ഡിസാസ്റ്റര്‍ മാനേജ്‌മെന്റിന്റെ ഭാഗമായി റവന്യൂ വകുപ്പ് സ്വീകരിക്കുന്ന നടപടികള്‍ യോഗത്തില്‍ ചര്‍ച്ച ചെയ്യുകയും അതിനു പൂര്‍ണ്ണ പിന്തുണ നല്‍കുകയും ചെയ്യേണ്ടതാണ്. മറിഞ്ഞുവീഴാന്‍ സാധ്യതയുളള വൃക്ഷങ്ങള്‍ എത്രയും പെട്ടെന്ന് മുറിച്ച് മാറ്റണം. പൊതുഗതാഗതത്തിന് തടസമുണ്ടാക്കുന്ന മറിഞ്ഞ് വീണ് കിടക്കുന്ന വൃക്ഷങ്ങള്‍ മുറിച്ചുമാറ്റി ഗതാഗതം പുന:സ്ഥാപിക്കണം. വെളളപ്പൊക്കമുണ്ടാകുന്ന പക്ഷം ദുരിതബാധിതരെ എത്രയും പെട്ടെന്ന് ദുരിതാശ്വാസ ക്യാമ്പില്‍ എത്തിക്കാന്‍ നടപടി സ്വീകരിക്കണം. ദുരിതാശ്വാസ ക്യാമ്പിന്റെ നടത്തിപ്പിനും മറ്റു സൗകര്യങ്ങളൊരുക്കുന്നതിനും റവന്യൂ അധികൃതരുമായി കൂടിയാലോചിച്ച് വേണ്ട നടപടികള്‍ സ്വീകരിക്കേണ്ടതാണ്. കാര്‍ഷികമേഖലയുടെ നഷ്ടം വിലയിരുത്തുന്നതിനായി കൃഷി ഓഫീസറുടെ സഹായത്തോടെ അടിയന്തിര നടപടി സ്വീകരിക്കണം. നീരുറവകള്‍, ജലസംഭരണികള്‍ എന്നിവ സംരക്ഷിക്കുകയും പേമാരികള്‍ മൂലമുണ്ടാകുന്ന വെളളക്കെട്ട് ഒഴിവാക്കാന്‍ നേരിട്ട് നടപടികള്‍ സ്വീകരിക്കുകയും വേണം. പഞ്ചായത്ത് ഓഫീസില്‍ ഒരു ദുരിത നിവാരണ സെല്‍ തുറക്കണം. ഇതിന്റെ സേവനം പൊതുജനങ്ങള്‍ക്ക് ലഭ്യമാകത്തക്ക വിധത്തില്‍ മാധ്യമങ്ങളില്‍ വാര്‍ത്ത നല്‍കണം. മഴക്കാല രോഗങ്ങളും പകര്‍ച്ച വ്യാധികളും പൊട്ടിപുറപ്പെടാതിരിക്കാന്‍ പഞ്ചായത്തിലെ മെഡിക്കല്‍ ഓഫീസര്‍മാരുടെ സേവനം ഉപയോഗപ്പെടുത്തണം. കൂടാതെ ഓടകളും തോടുകളും മറ്റ് ജലനിര്‍ഗ്ഗമന മാര്‍ഗ്ഗങ്ങളും വൃത്തിയാക്കുകയും പൊതുനിരത്തുകളില്‍ നിന്നും മാലിന്യങ്ങള്‍ അടിയന്തിരമായി ഒഴുകിപ്പോകുന്നതിനുളള നടപടികളും സ്വികരിക്കേണ്ടതാണ്. മഴക്കാല രോഗങ്ങളെക്കുറിച്ച് ജനങ്ങളെ ബോധവാന്‍മാരാക്കണം. തെരുവ് നായ്ക്കളുടെയും മറ്റ് മൃഗങ്ങളുടെയും ശവശരീരങ്ങള്‍ അടിയന്തിരമായി മറവ് ചെയ്യണം. ദുരന്ത നിവാരണത്തിനായി അടിയന്തിര ഘട്ടങ്ങളില്‍ ആവശ്യമായ തുക പഞ്ചായത്ത്‌രാജ് ആക്ടിലെ വ്യവസ്ഥകള്‍ക്ക് വിധേയമായി ചെലവഴിക്കാം. ഇതുമായി ബന്ധപ്പെട്ട അധിക ചെലവുകള്‍ക്കായി പ്രത്യേക ഉത്തരവ് സര്‍ക്കാര്‍ തലത്തില്‍ പുറപ്പെടുവിക്കും. ചെലവാകുന്ന തുകയുടെ കണക്കുകള്‍ യഥാവിധി സൂക്ഷിക്കേണ്ടതാണ്. ഗ്രാമപഞ്ചായത്തിലെ പ്രവര്‍ത്തനങ്ങള്‍ ഏകോപിപ്പിക്കന്നതിന് ജില്ലാതലങ്ങളില്‍ പഞ്ചായത്ത് ഡെപ്യൂട്ടി ഡയറക്ടര്‍മാരുടെ നേതൃത്വത്തില്‍ ഒരു സെല്‍ രൂപീകരിക്കുകയും ഗ്രാമപഞ്ചായത്തുകളിലെ പ്രവര്‍ത്തനങ്ങള്‍ സംബന്ധിച്ച റിപ്പോര്‍ട്ട് ഈ ഓഫീസില്‍ ലഭ്യമാക്കുകയും വേണം. പഞ്ചായത്ത് വകുപ്പിലെ പ്രവര്‍ത്തനങ്ങള്‍ ഏകോപിപ്പിച്ച് നടത്തുന്നതിനുള്ള ഒരു ഹെല്‍പ്പ് ഡെസ്‌ക് പ്രവര്‍ത്തനം ആരംഭിച്ചിട്ടുണ്ട്. ഫോണ്‍ നമ്പര്‍: 0471 2321054 (ഓഫീസ്), മൊബൈര്‍: 9496040608 (അഡ്മിനിസ്‌ട്രേറ്റീവ് അസിസ്റ്റന്റ്), 9496040602 (ജോയിന്റ് ഡയറക്ടര്‍, വികസനം).

സാമൂഹിക സാമ്പത്തിക ജാതി സെന്‍സസിന്റെ കരട് ലിസ്റ്റ് മേയ് 19ന് പ്രസിദ്ധീകരിക്കുമെന്ന് ഗ്രാമവികസന മന്ത്രി കെ.സി.ജോസഫ് അറിയിച്ചു. കേന്ദ്ര ഗ്രാമവികസന മന്ത്രാലയത്തിന്റെ സാമ്പത്തിക, സാങ്കേതിക സഹായത്തോടെ 2012 ഏപ്രില്‍ 10 മുതലാണ് സംസ്ഥാനത്ത് സെന്‍സസ് നടത്തിയത്. സംസ്ഥാനത്തെ 77.39 ലക്ഷം കുടുംബങ്ങളുടെ വിവരങ്ങളാണ് ഇതുവഴി ശേഖരിച്ചിട്ടുള്ളത്. പന്ത്രണ്ടാം പദ്ധതിയില്‍ സര്‍ക്കാര്‍ നല്‍കുന്ന വിവിധ ക്ഷേമപദ്ധതികളുടെ ഗുണഭോക്താക്കളെ കണ്ടെത്തുന്നതിനാണ് കേന്ദ്രസര്‍ക്കാര്‍ സെന്‍സസ് നടത്തുന്നത്. ഇതോടെപ്പം തന്നെ രാജ്യത്തെ പൗരന്‍മാരുടെ വിവരങ്ങളും ഈ സെന്‍സസിനൊപ്പം ശേഖരിച്ചു. കരട് പ്രസിദ്ധീകരിക്കുന്ന തീയതി മുതല്‍ ആക്ഷേപങ്ങളും പരാതികളും സ്വീകരിക്കും. 28നകം ഗ്രാമസഭ/വാര്‍ഡ്‌സഭ വിളിച്ച് പട്ടിക പരിശോധിക്കും. പരാതികള്‍ പഞ്ചായത്തില്‍ പഞ്ചായത്ത് സെക്രട്ടറിമാരും, മുനിസിപ്പാലിറ്റിയില്‍ വാര്‍ഡ് തല ഉദ്യോഗസ്ഥരും സ്വീകരിക്കും. ബ്ലോക്ക്, മുനിസിപ്പാലിറ്റി, കോര്‍പ്പറേഷന്‍ തലങ്ങളില്‍ ജൂണ്‍ എട്ട് വരെ പരാതി സ്വീകരിക്കും. ഹിയറിംഗ് നടത്തി പട്ടികയില്‍ ആവശ്യമായ മാറ്റങ്ങള്‍ വരുത്തും. പ്രാഥമിക ഹിയറിംഗില്‍ പരാതിയുള്ളവര്‍ക്ക് ജില്ലാ തലത്തില്‍ അപ്പീല്‍ സമര്‍പ്പിക്കാം. പരാതി ലഭിച്ച് ഏഴ് ദിവസത്തിനകം ഹിയറിംഗ് നടത്തി തീരുമാനമെടുക്കും. അന്തിമലിസ്റ്റ് ജൂലൈ രണ്ടിനു പ്രസിദ്ധീകരിക്കും. 19 ന് പ്രസിദ്ധീകരിക്കുന്ന ലിസ്റ്റില്‍ തെറ്റായി കാണുന്ന വിവരങ്ങള്‍ അവ തെളിയിക്കുന്നതിനുള്ള രേഖകള്‍ സഹിതം അപേക്ഷിച്ചാല്‍ തിരുത്താം. സെന്‍സസ് സമയത്ത് വിവരങ്ങള്‍ നല്‍കുവാന്‍ കഴിയാതെ വന്നവര്‍ക്കും അപേക്ഷിക്കാം. അന്തിമമായി പ്രസിദ്ധീകരിക്കുന്ന ലിസ്റ്റ് കേന്ദ്രസര്‍ക്കാരിനു സമര്‍പ്പിക്കും. കേന്ദ്രസര്‍ക്കാര്‍ നിശ്ചയിക്കുന്ന മാനദണ്ഡമനുസരിച്ച് സെന്‍സസില്‍ രേഖപ്പെടുത്തിയ ഓരോ കുടുംബത്തെക്കുറിച്ചുമുള്ള വിവരങ്ങളുടെ അടിസ്ഥാനത്തില്‍ സംസ്ഥാനത്തെ ദാരിദ്ര്യരേഖാ ലിസ്റ്റ് പ്രസിദ്ധീകരിക്കുമെന്നും മന്ത്രി അറിയിച്ചു

SC Department Latrine Assistance- Sanction for advance payment

 SC Department amended the guideline for latrine assistance distributed through SC/ST Development offices in block Panchayaths. As per new direction the whole amount Rs 25000 will be made available to the beneficiary, if they execute a contract in Stamp Paper valuing Rupees 100, that the construction will be completed within one month.

Unspent Maintenance Grant can be utilized for granting MGNREGS wages

 LSGD decided to allow three tier panchayath raj institutions to utilize the unspent Maintenance Grant including road fund for granting wages due to MGNREGS employees.The fund can be drawn from treasuries and transferred by NEFT/RTGS system to the joint A/C of Member Secretary MGNREGFS(K) and State Mission Director MGNREGS maintained at SBT Vellayambalam Branch.

Online Submission Of Salary Bills-Extending to all districts

Govt issued detailed instructions regarding the online submission of Salary bills.At first  all the drawing and disbursing officers  and self drawing officers  drawing salary from the District treasuries and from all treasuries in Trivandrum and Emakulam districts were directed to e-submit the salary bills along with normal bills generated through spark.Now it has been decided to extend this system, hence it is directed that all the drawing and disbursing officers  and self drawing officers  drawing salary from the treasuries in the southern districts(Kollam, Alappuzha, Pathanamthitta, Kottayam and Idukki) shall e-submit the salary bills along with the normal bills generated through Spark, from the salary bill for March 2014 on wards.

സംസ്ഥാന സര്‍ക്കാര്‍ സര്‍വ്വീസിലെ സെല്‍ഫ് ഡ്രോയിംഗ് ഓഫീസര്‍മാര്‍ക്ക് ശമ്പളം കൈപ്പറ്റുന്നതിന് സമര്‍പ്പിക്കേണ്ട ടി.ആര്‍.ഫാറം പുതുക്കി ഉത്തരവായി. മാര്‍ച്ച് മാസം മുതലുളള ശമ്പളത്തിന് ടി.ആര്‍.46 (എ) യിലുളള പുതിയ ഫാറത്തിലാണ് അപേക്ഷിക്കേണ്ടത്. പുതിയ ഫാറത്തിലുളള ശമ്പള ബില്ലുകള്‍ മാത്രമെ ട്രഷറികളില്‍ സ്വീകരിക്കുകയുളളു. നിലവിലുളള ടി.ആര്‍.46 നും അനുബന്ധ ഡിഡക്ഷന്‍ പട്ടികകള്‍ക്കും ശമ്പള ബില്ലിനും പകരമായാണ് ലഘൂകരിച്ച പുതിയ ടി.ആര്‍. 46 (എ) ആവിഷ്‌കരിച്ചിട്ടുളളത്. സ്റ്റേഷനറി സാമഗ്രികള്‍ അനാവശ്യമായി പാഴാകുകയും ബില്ലുകള്‍ തയ്യാറാക്കുന്നതിന് ഏറെ സമയം വേണ്ടി വരികയും ചെയ്യുന്നതിന്റെ പശ്ചാത്തലത്തിലാണ് പുതിയ ടി.ആര്‍.ഫാറം തയ്യാറാക്കിയിട്ടുളളത്. 

Plan Fund 35% can be carry forwarded

LSGD issued orders limiting the expenditure of LSGIs during the current financial year to 65%. Those who spends 65% of plan fund the balance 35% can be carry forwarded. Earlier it was limited to 80%.

School Teachers Can be Posted as Gramasabha Co Ordinators

 Govt Principal Secretary issued clarification regarding the appointment of school teachers as Gramasabha Coordinators by Local Self Govt Institutions. As per Kerala Panchayth Raj Act Section 181 (4) all transferred officers should do the duties assigned by LSGIs. So Gramapanchayaths can depute Govt School Teachers transferred to them as Gramasabha Co Ordinators.

തൊഴിലുറപ്പ് വേതന കുടിശിക ഉടന്‍ അനുവദിക്കും

സംസ്ഥാനത്തെ ദേശീയ തൊഴിലുറപ്പ് പദ്ധതിയിലെ തൊഴിലാളികളുടെ ശമ്പള കുടിശിക ഉടന്‍ അനുവദിക്കണമെന്ന് ആവശ്യപ്പെട്ട് മുഖ്യമന്ത്രി ഉമ്മന്‍ ചാണ്ടി കേന്ദ്ര ഗ്രാമീണ വികസന മന്ത്രി ജയ്‌റാം രമേശിന് കത്തയച്ചു. തുക ഉടനെ നല്‍കിയില്ലെങ്കില്‍ തൊഴിലാളികളെ ഏറെ പ്രതികൂലമായി ബാധിക്കുമെന്ന് മുഖ്യമന്ത്രി ചൂണ്ടിക്കാട്ടി. മാര്‍ച്ച് 31 വരെ മൊത്തം 702.32 കോടി രൂപയാണ് നല്‍കാനുള്ളത്. തുടര്‍ന്നുള്ള രണ്ടുമാസത്തെയും തുക കൂടി കൂട്ടിയാല്‍ മൊത്തം 857.86 കോടിരൂപ കേന്ദ്രം സംസ്ഥാനത്തിന് നല്‍കേണ്ടതുണ്ട്. മാര്‍ച്ച് 31 വരെ ആവശ്യമായ തുകയെങ്കിലും ഉടന്‍ അനുവദിച്ചുതരണമെന്ന് മുഖ്യമന്ത്രി ആവശ്യപ്പെട്ടു

IAY No state share in 2014-15 Clarification Issued

 LSGD issued orders clarifying that full share, above central share, for Indira Awas  Yojana Housing programme should be earmarked by the three tier panchayaths. No state share will be given during 2014-15 and it is mandatory to allocate the balance amount by LSGIs.

Work shalln't be denied on the ground of non possession of AADHAR

 Ministry Of Rural  Development clarified that no job card holder shall be denied work on the ground of non possession of AADHAR card or Bank Account.It is the duty of Program me Officer to assist workers to enroll into AADHAR. No worker shall be forced to migrate to bank accounts from post office accounts.

Village Extension Officers Final Seniority List Published

State wide seniority list of II Grade Village Extension officers, appointed  during 30/07/2012 to 31/03/2011 were published. The rank and seniority of the candidate selected for the post were made according to the order in which their name appear in the advice list given by the KPSC, if they completed the Pre Service Training satisfactorily and pass the exam in their first chance. In the event those who does n't completed the training within the stipulated period or does not passed in the first chance, the rank and seniority were altered on the basis of the date of advice and the date of successful completion of training .

MORD amended the Schedule I&II of Mahatma Gandhi National Rural Employment Guarantee Act, to include new items of works. As per the new Guidelines, works are categorized from Category A to Category D. Construction of Buildings for Gramapanchayaths, Kudumbasree CDS can be taken under MGNREGA. Production of Building materials were also included in the list.
