The complaints raised by Joint Block Development Officers against the special rule section making graduation as qualification for promotion was rejected. Only Joint BDOs having Graduation can only be promoted to the cadre of Block Panchayath Secretary/Block Development Officer. LSGD issued orders clarifying the matter.
